Jacksonville council adopts emergency appropriations and tax levies, approves leak credit and certifications

At its Sept. 26 meeting, the Village of Jacksonville council unanimously adopted a series of fiscal and procedural measures, suspended the rules to read by title and declared emergency status for several items, and approved administrative motions.

Council suspended rules, read by title and adopted Resolution 2024-10 (Ohio Department of Transportation preliminary legislation), Ordinance 2024-11 (2024 supplemental permanent appropriations and declaring an emergency) and Resolution 2024-12 (accepting the amounts and rates as determined by the Budget Commission and authorizing tax levies). Each motion was moved and seconded and recorded as a unanimous yes vote.

Other formal actions included a unanimous vote to approve June and July 2024 financial statements and bank reconciliations (motion by Butch Chapman, seconded by Rachel Gratz); a unanimous approval of a leak credit for account 00210-004 totaling $113.47 for 10,292 gallons after the leak was repaired (motion by Butch Chapman, seconded by Eric Clift); and a motion to file an Amended Certificate of Estimated Resources with the Athens County Auditor (moved by Butch Chapman, seconded by Eric Clift), which also passed unanimously.

Solicitor Andrew Grillo said he will prepare an ordinance for a future meeting to dispose of the fire department Durango; the ordinance must be advertised for two consecutive weeks prior to action. Council President Angela Strock was initially the subject of a motion to be excused but arrived at the meeting at 7:05 PM.

What’s next: the Durango disposal ordinance will appear at a future meeting after required advertising; staff will pursue filing and any required follow-up with the county auditor and grant administrators as discussed during the meeting.
