Jacksonville council adopts emergency supplemental appropriations, approves year-end credits and office holiday closures

The Village of Jacksonville council on Dec. 18 adopted emergency supplemental appropriations for 2024, approved a $213.65 water leak credit, committed remaining ARPA funds to a 2025 paving match and approved a one-time water-bill postmark change and additional paid holidays for staff.
The Village of Jacksonville council adopted a 2024 supplemental permanent appropriations ordinance and approved several year-end administrative and billing actions at a special meeting on Dec. 18.
Ordinance 2024-16, the supplemental permanent appropriations, was suspended, read by title only and adopted as an emergency measure after a motion by Councilperson Butch Chapman and a second by Councilperson Cameron Lowery; all council members voted yes. Fiscal Officer Heather Rockwell told council the ordinance covers final invoices for 2024 and noted the hall generator is now expected to be delivered in February 2025.
Rockwell also said all remaining American Rescue Plan Act funds have been committed to the Village's 2025 paving project match, per council’s prior decision when the grant application was submitted.
The council approved a requested water leak adjustment for account 02500-001 for 10,521 gallons, totaling $213.65, after Fiscal Officer Heather Rockwell said the spike was caused by an outside hose bursting. Councilperson Butch Chapman moved to approve the credit; Councilperson Rachel Gratz seconded and the motion passed unanimously.
On administrative staffing and holiday scheduling, Council President Angela Strock outlined an employee request to close village offices for the week of Christmas in exchange for holiday pay rather than the extra week of vacation offered earlier in the year. Staff would remain on call for water and street issues. Council approved a one-time change for December water bills to be postmarked on Dec. 30, 2024, to accommodate printing and mailing; the motion was made by Councilperson Cameron Lowery, seconded by Councilperson Eric Clift and approved unanimously.
Later, Councilperson Eric Clift moved and Councilperson Butch Chapman seconded a motion to grant three additional paid holidays to each village employee to be used on Dec. 23, Dec. 26 and Dec. 27, 2024, and to close village offices from Dec. 23–27, 2024. All council members voted yes and the motion carried.
Council also moved to file an Amended Certificate of Estimated Resources with the Athens County Auditor; that motion passed unanimously.
