Jacksonville council reviews year‑end finances, schedules bids for surplus equipment and paving

The Village of Jacksonville council reviewed year‑end financial statements, authorized advertising for the sale of surplus equipment and heard that the 2025 Paving Project will be put out for bid in March.
Fiscal Officer Heather Rockwell presented the December 2024 monthly financial statements and bank reconciliation and said the year‑end financial statements have been completed and uploaded to the Auditor of State. "The files have been uploaded to the Auditor of State and now need filed with the bank and County Auditor," Rockwell said. She added that she is working on the annual USDA report and will present a permanent budget in March; the deadline to approve permanent appropriations is March 31, 2025.
Rockwell also said the Village will advertise the sale of a skid unit and a Durango in the Athens Messenger on March 1 and March 8, 2025, with sealed bids to be opened at 6:00 PM on March 27, 2025. She reminded potential bidders that sealed bids must be delivered to the fiscal officer before the opening and remain sealed until bid opening.
On public works, Rockwell reported that DLZ Ohio met with Village employees to review 2025 paving specifications; minor changes were made and the project will be advertised for bid, with a sealed bid opening scheduled for 6:15 PM on March 27, 2025. Council subsequently voted to file the 2025 Certificate of Estimated Resources with the Athens County Auditor on a motion by Councilperson Butch Chapman, which passed unanimously.
Council took no controversial or extraordinary financial actions at the meeting; the items discussed set the administrative schedule for upcoming procurement and budget work.
