Middletown council approves sewer-rate increase, hears sewer-plant update

The Middletown Town Council on April 16 approved Ordinance 2019‑3 on second reading to increase sewer rates, a move the town says will put the sewer operating fund on a positive cash‑flow basis.
Donita Chambless, Council Member, moved to approve the second reading of Ordinance 2019‑3 amending Ordinance 03‑03‑2009‑2; Dick Schwalm seconded. The motion passed unanimously with council members Dan Fountain, Dick Schwalm, Donita Chambless, Gary Kendall and Jake Smith recorded as voting yes.
Clerk‑Treasurer Drew Cooper said, “This ordinance will increase the average utility customer sewer fee approximately $4 per month in order to put the sewer operating fund on a positive cash flow basis.” Cooper estimated the increase would generate approximately $44,000 per year for the sewer operating fund.
At the same meeting Matt Spidel of Butler‑Fairman‑Seufert (BFS) reported that work on the Sewer Plant Update Project will begin soon. Spidel also said Yardberry, the contractor installing storm sewer mains on Locust Street, will not be working during the town’s fair week (the first week of June) so that Locust Street will be safe for the fair parade.
Spidel additionally reported that work had not yet begun on the 10th Street sewer main relining; no schedule or dates for that relining were provided.
The ordinance approved was limited to the name and number on second reading at this meeting; the council recorded the vote and directed staff to implement the fee change. The council did not record amendments to the ordinance at this meeting.
