Middletown council approves six reserve deputies, 2020 pay raise and wiring rules; tables hydrant-fee forgiveness

The Middletown Town Council met May 21 and approved a package of routine personnel and ordinance actions, while tabling consideration of hydrant-fee debt forgiveness until its next meeting.
Council Members Dick Schwalm, Donita Chambless and Jake Smith were present for the 7 p.m. meeting; Dan Fountain and Gary Kendall were absent. Clerk-Treasurer Drew Cooper and Town Attorney Joel Harvey attended.
The council appointed six recent Reserve Deputy Training graduates—Collin Casstevens, Jennifer Dorn, Anthony Biddle, Shaun Ball, Joseph Stephens and Anthony Miranda—on a motion by Council Member Jake Smith, seconded by Donita Chambless. The motion passed unanimously, and the Clerk-Treasurer performed the swearing-in ceremony.
In other personnel action, the council unanimously adopted the proposed 2020 Salary Ordinance on a motion by Dick Schwalm, seconded by Donita Chambless. The ordinance increases pay rates by $0.25 per hour for every pay grade and is set to take effect Jan. 1, 2020.
On ordinance business, the council approved the second reading of ORDINANCE 2019-4 (establishing minimum requirements for wiring installations and electrical improvements) after a motion by Donita Chambless and a second from Dick Schwalm. The body also approved the first reading of ORDINANCE 2019-6 to add stop signs at Congress Street and South 14th Street; that motion passed unanimously.
Two items were tabled for further consideration. Clerk-Treasurer Drew Cooper presented RESOLUTION 2019-05-21-01, a proposal to forgive the town’s hydrant-fee debt; the Town Council President moved to table discussion to the next meeting. The Town Attorney likewise presented ORDINANCE 2019-5 (prohibiting parking in certain areas), and the council tabled that measure pending additional review.
Donita Chambless also moved to re-hire Ryan Surguy as a part-time utility worker (grade 4); Dick Schwalm seconded and the motion passed unanimously.
The council adjourned after completing the agenda.
