The Woodland City Council voted June 6 to approve the annual report for the Woodland Tourism and Business Improvement District (WTBID) and to adopt a resolution declaring the city's intent to levy the WTBID assessment for fiscal year 2026‑27.
Spencer Bowen, representing the supervisor's office, described the WTBID as a self‑assessed program run by the Woodland Hoteliers Group that aims to increase hotel occupancy and related economic activity. Bowen said the district's annual report was attached to the staff report and that the council would later hold a noticed public hearing on the actual assessment at a future meeting.
Al, speaking for the Woodland Hoteliers Group, told the council the group's strategy includes marketing, generating room nights through events, airport advertising and work to bring new event venues on line. He said the goal is to drive "heads and beds" to support downtown restaurants and other businesses.
Director Tanya Garcia Cadena moved to approve the annual report and adopt the resolution of intent to levy the assessment; Mayor Pro Tem Marabega seconded and the motion carried on a voice vote.
The item advances the administrative process for the WTBID: staff will publish the required notices and hold the public hearing on the assessment (scheduled for the June 16 meeting) before the council takes a final vote on the levy.
