Council approves firefighter retirement benefit pickup, amends budget and rezones property

The South Jordan City Council approved three formal actions at its meeting.
Resolution R2026-23: staff presented a resolution that would allow the city to voluntarily pick up the employee portion of Tier 2 Public Safety and Firefighter Retirement Systems under Utah Retirement Systems rules. A staff presenter (Teresa) said the pickup is intended to help "attract and maintain our tier 2 employees." Councilmember Tamara Zander moved to approve the resolution; the motion was seconded and passed by unanimous aye vote.
Resolution R2026-12 (budget amendment): Finance staff opened a public hearing on the final amended fiscal-year budget for 2025–26, explaining the changes account for donations, grants and reimbursements so the fiscal year can be properly audited and closed. No members of the public spoke. Councilmember Johnson moved to adopt the budget amendment; Councilmember McGuire seconded. The council approved the amendment by roll-call vote (affirmative responses recorded for Johnson, McGuire, Zander, Harris and Mayor Pro Tem Shelton).
Zoning Ordinance 2026-05-Z (rezoning at 9585 & 9633 S. Temple Drive): Planning staff described an application to rezone two parcels from A-5 agricultural to R-2.5 single-family residential and presented a concept plan. Applicant Eric Rundelzbacher of Fock Homes said the proposal shows 32 lots and noted coordination with neighboring property owners on utilities and access. Council questioned technical details including emergency-access looping, road widths, curb-and-gutter placement and the disposition of water shares. Staff said some water shares will be required to come to the city under normal subdivision exactions and additional design details will be resolved at the preliminary-subdivision stage. Councilmember Zander moved to approve the rezoning; Councilmember Johnson seconded and the ordinance was approved by roll call.
No council motions failed or were tabled, and no recusals were recorded in the roll calls captured on the record. Staff will continue design review for the subdivision if the developer proceeds to preliminary plat review.
