The SolTrans board unanimously approved a recommendation from its HR/finance subcommittee to convert a temporarily filled general‑services role into a permanent, flexibly staffed general‑services technician/program analyst.
A staff presenter told the board the organizational study completed in 2024 identified the position and that recent increases in revenue and ridership make it possible to invest modest funds back into staffing. “We are recommending that a very modest portion of those funds be invested back into the health of the organization to fill this position,” the staff member said. The presenter said the new classification will not increase head count immediately because the agency has a staff member currently on protected leave and temporary dollars are being used to fund the change.
Board members asked about budgeting and what would happen if the person on leave returns. Chair Scott and several board members said the board had already budgeted for related positions and that the move reduces risk from long‑running temporary assignments. Council member (who made the motion) argued that converting the role will distribute workload away from managers so they can focus on contract oversight and state‑of‑good‑repair responsibilities.
Council member [S4] moved to approve the recommendation; a board member seconded and the motion passed unanimously on roll call. The board did not remove any items from the consent calendar tied to the action and provided no conditions beyond standard budget monitoring.
The board's action converts a temporary staffing arrangement into a formal full‑time equivalent intended to improve general‑services capacity, contract oversight and facility safety. Staff will report back to the board on implementation and any budget adjustments if the employee on leave returns.
