The committee received an update on human‑trafficking enforcement and outreach. Captain Bautista said the department conducted multiple operations in April and May that resulted in arrests and vehicle tows, and that the police are planning additional hotel‑ and rescue‑style operations timed to the upcoming World Cup and other events.
A recent May 27 summit convened local and regional partners and emphasized the operational scale of trafficking investigations, the need for on‑scene service providers during enforcement actions, and the central goal of victims’ exit strategies. Bautista said the department is coordinating with regional coalitions and the district attorney’s office to plan multiagency enforcement and victim services.
Several public commenters and council members said trafficking activity is concentrated in beats 5 and 6, including near a park used by families. A resident described encountering exploited people and debris near playgrounds and asked for a standing agenda item on trafficking. Council members urged visible deterrence — signs, rotating security towers, targeted patrols and regional media messaging — and asked police to prioritize keeping a security tower at a park with documented activity.
Police said towers are rotated based on requests and council priorities and that a set is slated to be moved to the 1200 block of Marin Street; the department is also preparing large signage and has reported media outreach successes with regional outlets.
