Planning and Development Services Director Kristen Pollitt told the council May 19 that unexpected departures of senior building division staff raised the division’s vacancy rate to 41 percent and threatened baseline inspection and plan‑check operations.
Staff requested a technical budget correction of $631,000 to move previously identified salary savings back into the PDS budget and an amendment to the existing consultant contract with 4Leaf to extend services through June 30, 2028 and increase the not‑to‑exceed amount so contract support can continue while the city recruits replacements.
Council debated the size and duration of the contract extension and asked for a precise recommended amendment amount after a one‑on‑one between the planning director and the incoming city manager. To avoid a service interruption, council approved providing notice of intent to amend the budget now and requested staff return at the next meeting with a precise contract amount for final approval.
