Councilmembers emphasized pedestrian and vehicular safety, requested that ADA access be incorporated in design, and pressed staff to identify maintenance responsibility for the city right‑of‑way portion of the site. Remote commenters questioned whether the city should prioritize other pothole repairs or use lower‑cost surfacing options (gravel or pea gravel) given the city’s structural deficit.
Staff said city forces could apply striping and maintenance as needed and noted that paving and follow‑up treatments such as fog seals extend pavement life. The council approved the recommendation and asked staff to return with maintenance details and ADA compliance.
