Vallejo council backs bill to shrink Flood & Wastewater District board, councilmember objects

The Vallejo City Council voted May 19 to support proposed state legislation that would reduce the size of the Vallejo Flood & Wastewater District (VFWD) board from eight trustees — currently the seven Vallejo councilmembers plus one county supervisor — to a five‑member configuration.
Legislative counsel and a state advocate said the draft language (to be placed into AB 912) would create two Vallejo council trustees and alternates appointed by the council, one Solano County trustee and alternate appointed by the county supervisor whose district lies inside VFWD, and two at‑large trustees appointed by the VFWD board (residents within VFWD who are not county supervisors or Vallejo city councilmembers). The bill would include an urgency clause, making the change effective upon the governor's signature.
Proponents said the change would reduce governance conflicts when the city council also serves as the VFWD board on matters such as real‑estate transactions and legal disputes. Opponents on council said shrinking the board diminishes the city's direct representation on an agency that materially affects Vallejo residents.
Mark Tomko, speaking online for VFWD, said the five‑member configuration was the district's prior structure and the VFWD board had unanimously supported the legislative approach. After discussion, council voted to support staff transmitting the city's position to VFWD and the Legislature; the motion carried with one councilmember opposed.
