The Vallejo City Council voted May 19 to adopt a resolution approving a subdivision improvement agreement and construction plans for Fairview at Northgate Phase 1, the project that includes infrastructure to support the Costco and related roadway and bridge work.
Councilmember who pulled the item said the only change from the staff report was removal of an explanatory note on the cover page of the plans that could confuse the public about maintenance responsibility. City staff clarified the revision does not change maintenance responsibilities, which will be governed by separate agreements and the Vallejo Flood Control District where applicable.
Council members asked whether a community facilities district (CFD) or other maintenance mechanism was planned; staff said there is no CFD at this time and the work is a mitigation project within the public right‑of‑way. Councilmember raised resident complaints about construction delays and asked staff to follow up with mitigation and repaving commitments in nearby neighborhoods. The council approved the item as revised and the matter of the residential subdivision map amendment was deferred to the May 26 meeting for broader review.
The motion carried unanimously.
