Granby commission to draft zoning updates after review of Granby Center Study

The Town of Granby Development Commission on March 9 discussed next steps to implement the Granby Center Study and agreed to prepare draft regulation changes to guide future development in the town center. Chairman Marty Schwager said the commission had been identified as a partner on four implementation tasks after a Feb. 17 joint meeting with the Board of Selectmen and the Planning and Zoning Commission.
Why it matters: The work stemming from the Granby Center Study could change zone boundaries, permitted uses and design expectations for Granby Center, shaping future redevelopment and housing options in the town center.
At the meeting Schwager told commissioners that the study’s recommendations include revisions to zone boundaries and new architectural standards; the Development Commission discussed those recommendations and agreed that, for the next meeting, it will define each assigned task and the specific responsibilities expected of the commission. Schwager said the commission will prepare a working draft of proposed regulation changes that the Planning and Zoning Commission can use as a starting point.
Commissioner Ken Kuhl provided an overview of the Plan of Conservation and Development (POCD) committee’s work on housing to date. Abby Kenyon, Director of Community Development, announced a public POCD workshop scheduled for Thursday, March 12 at 7:00 PM at the Senior Center to collect public input on draft goals, policies/strategies and actions.
Public input at the meeting was brief: after the public session was reopened, resident P. Lareau of 17R Reed Hill Road spoke about the Granby Center Study implementation tasks and the commission’s proposed approach. The minutes record that a participant also noted there are very few homes on the market and described Hartford County as still being a seller’s market; the minutes do not attribute that market characterization to a specific speaker or data source.
What’s next: Commissioners directed staff to clarify task definitions and to prepare a working draft of regulatory edits before the April meeting, when the assigned Granby Center Study tasks will be discussed further.
