Jaffrey Select Board adopts operational guidelines despite split over Code of Ethics

The Select Board adopted updated Operational Guidelines after a brief debate over a proposed Code of Ethics section. Selectman Franklin W. Sterling Jr. said he “doesn’t like the Code of Ethics section” because it risks leaving something out or adding too much and suggested a statement of moral values would be preferable. Selectman Andrew Lawn said a Code of Ethics is important for new and existing board members and staff and that the current wording is generic; Chairman Charles Turcotte said he supports codes of ethics and standards to help residents have confidence in local government.
On a motion by Lawn, seconded by Turcotte, the Operational Guidelines were accepted as written with a 2–1 vote, Sterling casting the lone dissent on the Code of Ethics section. The minutes record the vote and the positions taken but do not show proposed text changes or amendments beyond the recorded debate. The board did not direct further edits at this meeting.
