Council holds first readings on two zoning ordinances and approves fee schedule including cemetery and aquatic changes

Ordinance 28-37: Senior planner Winston Larson presented proposed amendments to the airport zoning district to reduce minimum side-yard setbacks from 20 feet to 10 feet and to allow a maximum building height of 18 feet for structures where the airport district abuts residential zones. Larson said the changes are intended to align development standards with aviation operations and the 2024 comprehensive plan; the planning commission recommended approval after a prior public hearing.
Ordinance 28-38: Larson also summarized proposed changes to permit additional uses in commercial and light industrial districts (including arts/vocational schools, gyms, health studios) and to add definitions and standards for animal shelters, daycare and boarding (requirements for inside pens/kennels, setbacks from residential zones and waste disposal standards). The planning commission recommended approval and staff recommended closing the hearings and giving first readings for both ordinances.
Resolution 1879 (fee schedule): Parks Director Alina Hibbs described two fee proposals: a lower-cost two-day-per-week swim-team option intended to widen access and a set of cemetery fee updates driven by operational costs and limited lot availability (changes to infant lots, cremation garden lots and alcove niche pricing in the mausoleum). Chris (staff) summarized that the fee resolution includes an automatic CPI-based adjustment for school impact fees consistent with the council’s earlier formula; the city will evaluate the school district’s capital facilities plan and consider any deviation from existing policy later. Council moved and approved the fee schedule resolution by voice vote.
Other actions: Council approved acceptance of the Gammon Street stormwater conveyance replacement project (Don Higdon Construction) on the consent agenda. Public hearings for both ordinances were closed and first readings were read aloud to the council; the record will remain open for associated materials submitted, and staff outlined next steps for ordinance adoption.
