Glandorf council signs OPWC disbursement, greenlights land purchase for canoe/kayak launch and sets $50,000 invoice cap

The motion to sign the OPWC disbursement was made by Councilmember Kristen Gerding‑Heffner and seconded by Zachary Klausing; all council members present voted in favor. The executive session earlier in the meeting had addressed the land purchase and a personnel matter.
After the vote, Mayor David Dalrymple and council members met with representatives of the Glandorf Lions Club and set conditions for the project to proceed. Council asked that the Lions Club assign a project manager, prepare a project budget and provide detailed engineering drawings before any additional work proceeds. Council also instructed that village‑paid invoices not exceed the $50,000 the village originally committed until reimbursement from OPWC is received; once OPWC funds are returned, the council said additional invoices may be presented.
Council also agreed the Lions Club may use the materials presented to solicit in‑kind donations. The council did not authorize additional village spending beyond the stated $50,000 cap at this meeting.
The signing of the OPWC disbursement and the conditions imposed are intended to ensure the village has project oversight and budget controls while state reimbursement is pending. The council did not provide an implementation timeline beyond the direction to return drawings and a budget for further review.
The matter was discussed in executive session and finalized upon the council’s return; the council then adopted the formal motion to sign the disbursement.
Next steps: the Lions Club and village staff were asked to deliver the requested project manager contact information, budget and drawings before additional village payments are authorized.
