Council approves $15,000 trial funding for July 4 parade safety measures

The Enumclaw City Council amended a proposal and approved up to $15,000 in one-time funding for additional parade safety measures for the July 4 parade on a trial basis.

Council members discussed a staff recommendation to rent temporary barriers and hire supplemental personnel after planners and parade organizers raised concerns about crowd size for the city’s Independence Day parade and the city's staffing limits during a busy national events season. Staff told council the minimum estimated cost for barricade rentals previously quoted was $8,000 and that government-contract pricing reduced initial vendor estimates by about half.

A council member who introduced the funding request described the cost breakdown and stressed the need both for physical barriers and for staffing to keep spectators within protected areas. Council members raised logistical concerns — how long streets and parking would have to remain closed, impacts to downtown businesses if on-street parking were blocked during deployment, and crew availability for set-up and takedown. Staff noted renting for an initial trial would let the city learn deployment needs before deciding whether to purchase barricades permanently.

Council amended the original $30,000 request to authorize up to $15,000 for the July 4 parade as a trial to be used for barricade rental, staffing and other traffic-safety improvements “as deemed appropriate by administration and police department and chamber of commerce.” The amendment passed; the final appropriations motion passed by voice vote 5–1. Council asked staff to coordinate logistics with businesses, police, public works and the Chamber and to return with an assessment for future events.

The authorization is a one-time trial for the July 4 parade; the council signaled it will reconsider funding and deployment strategies for the December holiday parade after reviewing lessons learned.
