Twin City commissioners approve new utilities rate schedule, authorize use of Emanuel County FCC license and set Dec. 18 budget meeting

The Mayor and City Commissioners of Twin City unanimously approved a package of actions at their Dec. 2 regular meeting, including a new City of Twin City Utilities Rates Schedule, an intergovernmental agreement to use the Emanuel County Board of Commissioners' FCC license, and a special called meeting for Thursday, Dec. 18 at 5 p.m. to consider the 2026 budget and 2025 budget amendments. Commissioner Charles Moody moved the package and Commissioner Jesse S. Brown seconded; the motion carried unanimously.

The approvals followed routine committee business earlier in the meeting. Commissioner Jesse S. Brown moved to approve the meeting agenda at the start of the session; Commissioner William R. Brown III seconded and the motion passed unanimously. The commission also approved the Nov. 4, 2025 regular meeting and workshop minutes by unanimous vote after a motion by Commissioner Jesse S. Brown and a second from Commissioner Charles Moody.

Mayor Matt W. Donaldson reported that the commission reviewed monthly department reports and read the finance report, saying the city fund balance was $1,554,115.44 as of the end of November 2025. Commissioner William R. Brown III said Recreation Department staff were assisting Public Works with preparations and decorations for the city's Christmas parade.

The commission entered an executive session on personnel after a motion by Commissioner Jesse S. Brown and later exited the session by unanimous vote; the minutes record the session but do not include its substantive details. The meeting adjourned by unanimous motion later in the evening.

The commission will reconvene in a special meeting on Dec. 18 at 5 p.m. to take up the 2026 budget and 2025 budget amendments.
