Twin City approves paving change order, accepts $500,000 GDOT sidewalk grant and sets 2025 millage at 5.998

Brown moved to approve three items (VI A–C): Change Order No. 2 with East Coast Asphalt, LLC for the city's 2025 paving improvements; acceptance of a $500,000 grant award from the Georgia Department of Transportation's Transportation Alternative Program for preliminary engineering on a sidewalk expansion; and adoption of a 2025 millage rate of 5.998. Commissioner Charles Moody seconded the motion and it passed unanimously.
At the pre-commission workshop, Mayor Matt W. Donaldson said additional funding allowed the city to add the following roads to the change order: Durden Road, 6th Avenue, Oglesby Pond Road, Bailey Street, South College Street Extension, South Swift Street, New Street and Casa Drive. The east-coast paving contract change order will authorize resurfacing work on those roadways as part of the 2025 program.
Mayor Matt W. Donaldson reviewed the grant award for preliminary engineering, saying the city was awarded $500,000 from the Georgia Department of Transportation (GDOT) Transportation Alternative Program (TA). According to the workshop discussion, the required 20% match will be funded by the State of Georgia; the commission agreed to accept the grant and move forward with preliminary engineering for the sidewalk expansion.
On tax rates, Mayor Donaldson reviewed the five-year millage history and the current digest, reporting a net tax digest of $25,393,206.00. He explained the gross maintenance-and-operations millage of 18.478 less a rollback of 12.480 (from LOST collections) yields a proposed net M&O millage rate of 5.998. He said the 2025 rate represents about a 2.25% reduction from the 2024 rate of 6.136 and that this is the tenth consecutive year the commission has rolled back the millage.
Financial context presented at the meeting showed the city's fund balance at $1,599,562.16 as of the end of October 2025. The approved change order and grant acceptance will move the sidewalk preliminary engineering forward; specific paving project timelines and contractor schedules were not provided at the meeting.
The city will proceed with preliminary engineering under the GDOT TA grant and implement the expanded 2025 resurfacing list under Change Order No. 2. The approved millage rate of 5.998 will be reflected in the 2025 tax levy process.
