The Twin City Mayor and City Commission unanimously approved a bundled motion at their Oct. 7 meeting that appointed Dusty Holden as fire chief, authorized a supplemental agreement with the Georgia Department of Transportation, approved a change order with East Coast Asphalt for 2025 paving work, and kept the 2026 occupational tax (business license) schedule unchanged.
Commissioner Jesse S. Brown moved to approve Item VI A–E; Commissioner Charles Moody seconded the motion and it passed unanimously. The motion recorded in the minutes includes the appointment of Dusty Holden as Fire Chief, Supplemental Agreement No. 1 with the Georgia Department of Transportation, Change Order No. 1 with East Coast Asphalt, LLC for 2025 paving improvements, a prioritized list of additional roads to consider for a subsequent change order, and the 2026 Occupational Tax Certificate schedule.
Mayor Matt W. Donaldson announced department reports and read the city's fund balances. The minutes note the commission agreed to maintain occupational tax fees at current levels; the last fee increase occurred in 2023. The minutes also record that monthly fire-department reports will resume after the appointment.
