The Lower Pottsgrove Board of Commissioners approved multiple formal actions at its Nov. 3 meeting, each by unanimous 5-0 vote.
Personnel and contract approvals: Commissioner Earl E. Swavely moved and Commissioner Robert Mohollen seconded adoption of a Memorandum of Understanding with the Township Manager; the motion carried 5-0. Commissioner Michael McGroarty moved and Commissioner Earl E. Swavely seconded approval of an employment agreement with Police Chief Richard Bell; the motion carried 5-0. The board also accepted the resignation of Parks & Recreation Board member Tyler Tyson by unanimous vote.
Property and fiscal actions: The board authorized advertising the municipal property at 2199 Buchert Road for sale (motion by Commissioner Robert Mohollen, seconded by Commissioner Michael McGroarty), approved Warrant #961 for September 2025 and accepted the Treasurer's report for September 2025; Warrant #962 for October was noted as available for review the following Monday.
Policy and land‑use actions: The board adopted Resolution 1383‑25 amending the Police Department Policies & Directives Manual on holding cells (motion by Commissioner Michael McGroarty, seconded by Commissioner William Keohane). It also adopted Ordinance 373, amending Chapter 250, Article VI "R‑1 Residential District," Section 250‑52.1 "Village Development" (motion by Commissioner Robert Mohollen, seconded by Commissioner William Keohane). All motions recorded a 5‑0 vote.
Land‑use opposition: During commissioners' comments, Commissioner Robert Mohollen moved, and Commissioner Michael McGroarty seconded, that the township oppose a zoning application for a billboard on Armand Hammer Boulevard and, if unresolved, to oppose the application at the Nov. 19 zoning hearing; the board approved the opposition motion 5‑0. Manager Edward C. Wagner summarized requested variances including proximity to residences and a proposed use variance because off‑premises signs are only permitted in the Interchange District.
