The commission reviewed four bids for the project; Mayor Matt W. Donaldson told the commission, "The lowest bidder was East Coastal Asphalt, LLC with the lowest bid of $1,011,495.49." Because the project is under budget, he suggested adding Coleman Road, Hattaway Street, Malsby Street, N. College Street, N. Swift Street, 3rd Avenue and Church Street to the work and said he will bring cost estimates to the October meeting for approval.
Commissioner Jesse S. Brown made the motion to approve Resolution 2025-08; Commissioner Charles Moody seconded the motion, and the vote was unanimous. The minutes record that the commission received bids from East Coastal Asphalt, LLC (lowest), Reeves Construction, Sikes Brothers and The Scruggs Company.
The action authorizes the city to proceed with the next procurement steps for the paving improvements project. The mayor and commissioners did not adopt a final list of additional streets at this meeting; the mayor will return with cost estimates for any proposed additions in October.
