Board approves water-bill abatement for Wayland homeowner after long leaking service lines

Resident Mats Borgestedt told the board the problem began after hydrant flushing in November 2025 when his household’s water usage spiked and leak-detection ultimately identified two leaking copper lines beneath the slab. Borgestedt said multiple service providers, including a Wayland Water Department representative, plumbers and a leak-detection firm, examined the issue; an insurance claim was denied because no damage to the home was found.
Director Tom Holder explained the town’s typical abatement methodology and the calculations in the packet. Spelman moved to abate using the average of the prior six billing periods and to waive all interest and fees according to the water abatement form; Ling seconded. The roll call vote was Ling yes, Spelman yes, Chiang yes, Storer yes, Wegerbauer yes and the motion passed 5-0.
The packet included supporting documents and noted a potential abatement of approximately $14,900. The board agreed to proceed with the abatement on the conditions documented in the packet.
