River Ridge supervisor resigns; board outlines vacancy outreach and adopts new reporting requirements under HB7013

The River Ridge Community Development District accepted the resignation of Supervisor James Gilman (Seat 1) and agreed on outreach steps to fill the unexpired term during its Aug. 27 meeting.
Mrs. Adams presented Mr. Gilman’s resignation letter, and on a motion by Kurt Blumenthal seconded by Robert Twombly the Board voted to accept the resignation. Because this is an appointment to fill an unexpired seat rather than an election, the Board asked that Mr. Long and The Meadows’ property owners’ association manager e-blast residents with details about the vacancy, candidate qualification requirements and instructions to submit a resume or letter of interest before the next meeting.
The Board also discussed required administration tasks for new appointees, including oath of office formalities and statutorily required trainings and filings such as the required ethics training, Guide to the Sunshine Amendment and Form 1 disclosure materials. Mrs. Adams noted a separate package will be provided covering oath of office materials, sample Form 1 instructions and Form 8B (memorandum of voting conflict).
Separately, the Board considered requirements under recently enacted HB7013, which requires special districts to establish and report annual goals and performance measures. District Counsel Tony Pires and district staff identified three initial performance categories — Community Communication and Engagement; Infrastructure and Facilities Maintenance; and Financial Transparency and Accountability — and the Board approved the Goals and Objectives and the Performance Measures/Standards & Annual Reporting Form. The District must post its initial report on the CDD website by Dec. 1, 2025.
What happens next: The Board will solicit candidates and include applications in the next meeting packet; staff will prepare oath and training materials for any appointed supervisor, and District Management must post the HB7013 performance report by the statutory deadline.
