Council approves sewer reimbursement agreement and a string of routine land‑use, zoning and code updates

Deputy Director of Engineering Jeremy Nelson said using the contractor already on site avoids additional tearing up of the road and reduces traffic impacts. Council member Harris moved the resolution and Council member Maguire seconded; the council approved the motion by voice vote.
Right‑of‑way and easement vacations: The council held public hearings and approved ordinance 2026‑02 vacating a portion of Erinmore Drive (a routine cleanup tied to Daybreak development) and ordinance 2026‑08 vacating a storm‑drain easement on Lot 123 of Daybreak South Multifamily Plat 9. Both measures were presented by Director of Planning Brian Preece, received no public comment, and passed on roll call votes recorded in the meeting.
Zoning amendment for small businesses: Ordinance 2026‑05 amended the city code to add personal and professional services as permitted uses in the mixed‑use research and development zone (the change excludes massage and tattoo uses). The amendment came after Chloe Judd, a local applicant, found the permitted‑use language omitted services she needed for a beauty business. Preece said Merit Medical, a major property owner in the zone, supports the correction. Council member Harris moved the ordinance; Council member Zander seconded; the council approved it by roll call.
Fire code adoption: Fire Chief Dawson recommended adoption of the International Fire Code and certain appendices to give the city explicit enforcement authority on matters such as required fire flow, hydrant locations and occupancy standards. Council approved ordinance 2026‑07.
