CRA debates parking, Atlantic Seafood site and splash pad as park bid addendum

The CRA advisory board spent significant time reviewing parking implications tied to the waterfront park and recent bid changes for Parking Lots C and D.
Staff said the city asked bidders to provide alternate pricing so contractors would submit costs for both the playground equipment and a splash pad addendum. "They'll have to work with a contractor to come up with the splash pad design to fit in a 27-foot diameter place for this plan," staff explained.
Members raised concerns that narratives about a "loss of parking" have appeared in public discussion. One committee member said the claim that "the city is taking away 40 parking spaces... it's a lie," and urged the board to repeat the original parking recommendations to clarify intent and preserve a no-net-loss approach. Staff noted boat trailer parking in Lots C and D was increased from 10 to 12 spaces, and that six additional flex spaces may serve trailers on a first-come basis.
The board also discussed uncertainty over the Atlantic Seafood site and the old Marlin & Barrel building (101 North Front Street). Members suggested that if Atlantic Seafood does not relocate, the upland area could be retained as parkland rather than converted to a new parking lot. Members asked staff to emphasize parking recommendations and to include the three recent plan changes and landscaping items in the Oct. 15 commission presentation.
