She said the consortium gives member cities a voice in how HOME funds are allocated (homebuyer assistance, homeowner rehab, multifamily affordable housing, tenant‑based rental assistance) and noted recent staffing turnover has changed some processes at the county.
Abby told the council the consortium received many requests for funding in the last fiscal cycle (about $7.28 million in applications) but had only about $1.6 million available; consortium and citizen‑committee decisions shaped awards and city members negotiated to spread funding. Council members raised concerns that South Jordan may not be receiving a proportional share of awards and noted that other cities are seeking greater control over allocations.
Abby said the county requested a decision soon: the county is asking for action by June 2, and HUD requires notification by June 15 if a city decides to withdraw. Council members urged staff to keep close oversight and to ensure South Jordan’s priorities are represented when allocations are considered.
No formal vote occurred during the study session; staff asked for direction and said the item appears on the upcoming council meeting agenda as a consent item for formal action.
