Paoli council hears water tank defects, delays contractor payment; OKs appraisals for US‑150 culvert

The Paoli Town Council on Nov. 19 received updates on two town infrastructure projects and authorized appraisals needed for right-of-way acquisitions.
Eric Parsley of Commonwealth reported that defective work was identified on the Cook Street water tank and said Commonwealth "recommended not paying pay application No. 2 at this time." Parsley said the town is compiling related costs and expects a mid‑December meeting with the contractor to attempt resolution.
The update also covered the US 150 Culvert Project. Parsley said "the bids for the project will start in February, 2025" and told the council that the town must procure bids for its utility relocation work because the relocations are not included in the Indiana Department of Transportation (INDOT) plans.
Town Attorney Hunt Reynolds told the council to begin appraisals for the culvert right-of-way, starting with the Bye property, and recommended engaging the Trinkle Group to perform the appraisals at a fee of $200.00. The council approved the appraisal authorization in a 4-0 vote (Mylea Pluris moved; Arla Jean Frazier seconded).
