Reynolds also presented a separate Jan. 16 memo to all department heads concerning Brian Campbell and an entity identified as "LRC," which the council retroactively approved in a 4-1 vote with Donna Dillard voting no.
Council discussion noted a post on the Paoli Police Website stating a fundraiser for an officer — referenced in the minutes as "Officer Zack Andry" — was no longer allowed under a new town policy. The minutes also state that Officer Zack Cook told the council he posted the notice and that it was his decision. The transcript contains both names ("Zack Andry" and "Zack Cook") in different places; the council minutes do not reconcile the discrepancy. Amy Gilbert, during public comment, said the new policy appeared to single out one individual. Multiple residents — Leela Campbell, Sarah Patton, Michael Dillard and Preston Judd — spoke in support of Brian Campbell.
