Paoli council approves promotion, contractor payment and purchases; tables lead-pipe plan

The Paoli Town Council voted unanimously Nov. 6 to approve a package of routine motions including a police promotion, a contractor payment, insurance renewal and several town purchases, while tabling consideration of the town’s Asset Management Plan for the Lead Pipe Project.
Bobbie Bostock, president of the Paoli Town Council, opened the meeting. Council member Theron Owen moved to promote Officer Jacob Babcock to narcotics detective with a $1.50 hourly raise and a stipulation that the change not reduce his existing duties and that no additional officer be hired; Donna Dillard seconded and the council approved the motion 5-0.
Commonwealth representative Matt Wirth presented pay application #1 from contractor Reed & Sons for $30,068.45; the council approved the payment on a 5-0 vote. Wirth also presented the Asset Management Plan (AMP) related to the Lead Pipe Project; councilors voted to table the AMP until the next meeting (motion by Arla Jean Frazier, seconded by Mylea Pluris).
Tyler Neal of JA Benefits told the council there would be a 3.97% premium increase for SIHO Health and Life Insurance with no plan changes; the council approved the renewal 5-0. The council also approved procurement requests from Electric Foreman Kelvin McCord to buy 30 residential meters at $147 each (total $4,411.80) from Core & Main and a spool of wire from Brownstown Electric for $6,606.20.
Other approved expenditures included pay for claims totaling $862,672.10 and adjustments for Oct. 1–31 noted in the minutes as a net reduction of $1,429.42. The council voted to spend $2,000 to replace 30 Christmas trees on the town square, to provide turkeys to town employees, and to host a staff Christmas dinner Dec. 16 at Green Acres Country Club at $15 per person plus a 20% gratuity for roughly 65 attendees; offices will be closed from 11:00 A.M. to 1:00 P.M. for the dinner.
Clerk-Treasurer Beth A. Jones presented a parade permit for a Paoli Police Department radio fundraiser Nov. 23–24 (12:00–2:00 P.M.); the permit was approved 5-0. Jones also presented a LifeSpring Health Systems contract renewal that increases session fees from $95 to $110, which the council approved with a 5-0 vote.
The meeting concluded after routine reports and a 5-0 vote to adjourn at 7:10 P.M.
