Paoli council handles personnel, park operations and routine finance items; promotion motion dies for lack of second
Summary
Assistant Chief Chris Cook presented a police report and recommended a promotion for Patrolman Jacob Babcock; a motion to promote failed for lack of a second. The council also approved invoices and claims, rescheduled the November meeting to Nov. 6, set an Oct. 21 executive session and accepted park updates and a Safe Haven opioid-settlement report.
Assistant Chief Chris Cook presented the September police report and recommended promoting Patrolman Jacob Babcock. Councilwoman Donna Dillard moved to promote Babcock but no council member seconded the motion, so it died for lack of a second.
Council President Bobbie Bostock requested an executive session for Oct. 21, 2024, at 6:00 p.m.; the council approved scheduling it by a 4-1 vote with Donna Dillard opposed. Interim Utility General Foreman Mike Compton provided a Lead Survey Report from Water Operator Wesley Reynolds and reported a mechanical issue with a dump truck (a failed turbo actuator).
Park Director David Grimes reported on a Paoli Jr.-Sr. High School service day, asked whether seasonal park lights should remain on for the off-season and noted the park’s EV charging station (donated by Orange County REMC) had been used by three vehicles in the past 18 months; the council voted 5-0 to keep lights on as last year.
Clerk-Treasurer Beth A. Jones presented an invoice from T.M. Wells for $5,400 to prepare the 2024 Capital Assets Report, adjustments for September billing totaling <$3,491.86>, and claims totaling $903,393.65 for Oct. 2–15, 2024; the council approved the invoice, the adjustments and the claims unanimously.
Safe Haven representative Sally Stroud gave an update on programs supported by the opioid settlement funds and outlined future projects the organization hopes to pursue. The meeting concluded with thanks to Lori Andry and Paoli Jr.-Sr. High School students for cleaning the meeting room; the council adjourned at 7:00 p.m.
