Paoli council approves repairs, hydrant purchase and park improvements; residents press town on trash and feral cats

At its July 2 meeting the Paoli Town Council approved several public-works and parks items and addressed multiple resident concerns.
Utility General Foreman Scott Rutherford presented a Collins Construction quote of $4,138.00 to repair a residence on West Daniel Lane after sewer damage; the council voted 5-0 to hire Collins Construction. Rutherford also presented a $3,877.40 quote from Utility Supply to replace a critical 5-foot fire hydrant; the council approved that purchase 5-0.
Council approved purchasing two Town Square lights from ESL Spectrum at $3,131.25 each (total $6,262.50) to be paid from insurance proceeds. Clerk-Treasurer Beth A. Jones presented and the council approved a parade permit from Safe Haven and tabled two pay applications from Temple & Temple for South Gospel Street work pending information from the engineering firm.
Park Director David Grimes reported the community-park irrigation runs from well water and that Paoli Pals will run a fall Saturday league beginning in September. Grimes said materials for a third pickleball court would cost about $733 (painting excluded). He also said stone for the Veteran's Park and concrete footers for a new American flag would be delivered July 15, with dedication planned for September; the minutes note the flag footer work will be at no cost to the town.
Residents raised several neighborhood concerns during the public-comment portion. Kirk Bratton asked the council to keep the town-dump gate locked to prevent roadside dumping; the council approved locking the gate 5-0. Bev Collins asked the council to address deteriorated benches on the town square. Erin Stennett said a volunteer group she organized had collected roughly 15 bags of trash in the last four weeks and reported seeking help for feral cats from the Orange County Humane Society and Springs Valley Pet Services without success.
Several invoice/payment questions related to ServePro and Collins Construction repairs were tabled pending further information, and the council approved monthly adjustments and claims recorded in the minutes.
