Cotter council unanimously approves stormwater and street repairs budget, votes to apply for 100% Big Spring Park grant

The Cotter City Council voted unanimously on May 22 to approve two budget actions: Resolution #2025-13 to fund storm water line repair in front of the NAYC and street concrete patching for waterline repairs, and Resolution #2025-14 to apply for a 100% grant from the Arkansas Outdoor Recreation Great Strides/Trails for Life program administered by the Arkansas Department of Parks, Heritage and Tourism for improvements to Big Spring Park.
Councilwoman Carolyn Gill moved to pass Resolution #2025-13; Councilman Chuck Sugg seconded the motion, which passed unanimously. Councilwoman Linda McCarthy moved to pass Resolution #2025-14; Councilwoman Ang Pereira seconded and the motion likewise passed unanimously. The council set a public hearing on the grant application for June 26, 2025.
Mayor MacGeorge Caradine provided accompanying informational updates about city infrastructure and finances during the meeting packet review; donation and community volunteer activities were also recognized. Council members used the comment period to raise local park maintenance and volunteer items, including Joe Bass’s proposal to donate hammocks and relocate old bumper stops to the Cotter Baptist Church parking lot.
Next steps: staff will proceed with the procurement and repair work authorized by Resolution #2025-13; municipal staff will prepare materials and hold the June 26 public hearing to support the grant application for Big Spring Park improvements.
