Cotter council authorizes festival beer sales, hires auditor, and backs sidewalks grant

Council members voted to allow the sale of craft beer at designated locations during the upcoming Cotter Trout Festival and the F3T Fly Fishing Film Tour. Resolution #2025-09 (Cotter Trout Festival) passed with a 5–1 tally; Resolution #2054-10 (F3T Fly Fishing Film Tour) passed 5–1. Councilwoman Mertice Kray recorded the sole opposing votes on both items; motions were moved and seconded by council members as indicated in the meeting minutes.
The council unanimously approved Resolution #2025-11 to enter a contract with Hubbs & Whitehead, CPA, of Van Buren, Arkansas, to perform the single federal audit for the year ending Dec. 31, 2024. Mayor George Caradine read that three CPA firms responded to the city's request for proposals and Hubbs & Whitehead was selected.
Council also unanimously passed Resolution #2025-12 authorizing the mayor to apply for an Arkansas Department of Transportation (ARDOT) Trails (RTP) grant to fund sidewalks to Big Spring Park. The motion was made by Councilwoman Mertice Kray and seconded by Councilman Joe Bass.
The meeting record includes the earlier motion to accept the Jan. 23, 2025 minutes, which passed with Councilwoman Carolyn Gill abstaining because she had not attended that meeting. The meeting adjourned at 7:50 p.m.
What happens next: the audit contract will proceed with Hubbs & Whitehead, financial statements will be posted publicly on March 28, 2025 for 30 days, and the mayor may file the RTP grant application with ARDOT.
