Broken Bow council adopts One- and Six-Year Plan, passes no-parking ordinance and elects Russ Smith as council president

The Broken Bow City Council on Oct. 24, 2023 approved a series of routine and planning measures, including the One- and Six-Year Plan for city projects, an ordinance banning parking on a stretch of South 19th Avenue intended to preserve emergency access, and the appointment of municipal representatives to the MEAN board. The meeting, called to order at 6:00 p.m., adjourned at 6:26 p.m.
The council voted unanimously to approve Resolution 2023-16, the One- and Six-Year Plan. Administrator David Schmidt told the council there were no substantive changes to the proposal, that project prices had been updated, and that the Memorial Drive improvement was the most recently completed project. "There were no changes made to the proposal," Schmidt said during the public hearing the council opened and closed between 6:11 and 6:13 p.m.
Councilmember Chris Myers moved to elect Councilmember Russ Smith as City Council president; Paul Holland seconded the motion and the roll call vote was unanimous. The council also approved Resolution 2023-15 appointing Electrical Superintendent Blake Waldow as director to the MEAN Board of Directors and City Administrator David Schmidt as the alternate.
The council opened a public hearing at 6:14 p.m. on Ordinance No. 1274, which prohibits parking on the east side of South 19th Avenue between South E Street and South G Street. Administrator Schmidt noted the west side already had a no-parking designation, and Mayor Rod Sonnichsen said limiting parking on both sides was intended to preserve room for emergency services. After suspending the statutory three-day reading rule, the council voted to adopt the ordinance by unanimous roll call.
The meeting's consent agenda, approved at the outset, included the Oct. 10 minutes and a detailed list of Bills to Date totaling $162,740.35. The council approved the consent agenda by voice and roll call vote with Councilmembers Smith, Holland and Myers voting in the affirmative.
The council adjourned at 6:26 p.m. following brief mayoral and council comments.
