Cotter council approves CDBG application and multiple grant- and housing-related resolutions

The Cotter City Council on Sept. 26, 2024, approved a package of resolutions enabling grant applications, designating a grant administrator, and affirming housing-related policies.
Council passed Resolution 2024-18 to authorize Mayor My Canne MacGeorge Caradine to sign a Community Development Block Grant (CDBG) application for renovations at the NAYC; Councilwoman Mertice Kray moved to pass and Councilwoman Carolyn Gill seconded. The council also passed Resolution 2024-19 to designate Northwest Arkansas Economic Development District (NWAEDD), a non-profit, as the CDBG grant administrator (moved by Mertice Kray; seconded by Councilman Joe Bass).
Council approved Resolution 2024-20 establishing a policy prohibiting the use of excessive force by law enforcement against individuals engaged in non-violent civil rights demonstrations (moved by Mertice Kray; seconded by Joe Bass). The council also adopted Resolution 2024-21, an anti-displacement plan tied to the CDBG application; Councilwoman Carolyn Gill asked questions about the need for the plan, and Chelsey Weaver of NWAEDD explained the plan would document how the city would address a situation in which persons were currently inhabiting the NAYC. The resolution passed on a motion by Joe Bass, seconded by Chuck Sugg.
Resolution 2024-22 affirmed the City of Cotter Fair Housing and Equal Opportunity Policy (moved by Mertice Kray; seconded by Chuck Sugg). Council also passed Resolution 2024-23, a budget amendment to include a USDA grant for the Cotter Volunteer Fire Department (CVFD) radios and pagers plus a $7,450 matching donation from the CVFD Auxiliary (moved by Linda McCarthy; seconded by Mertice Kray). All of these resolutions passed unanimously.
During the information portion of the meeting Mayor Caradine read into the record a memorandum of agreement with the Arkansas Game and Fish Commission for a 75% grant of $124,312 toward a $165,750 paving project on Big Spring Parkway; Risley Architects will prepare the bid documents. The mayor also shared ARDOT State Aid street project materials and asked citizens to submit a form supporting a traffic signal at the Hwy. 412 intersection by Sept. 30, 2024. The Baxter County clerk approved a petition referendum to place an off-premises alcohol sales measure on the Nov. 5 ballot.
The council heard a public announcement from Jason Nazarenko about an Oct. 5 BBQ Autism Awareness event and local Art Odyssey exhibits. Mayor Caradine introduced donor William Hungate and said Hungate’s donation to the police department was used to reduce the outstanding balance on a patrol-car loan. The meeting adjourned at 7:06 p.m.
