Broken Bow council appoints new police officer, approves planning commission seats and credit-card changes

The Broken Bow City Council on April 28 approved the appointment of Brycen Woodward as a city police officer, confirmed several planning commission seats, and adopted two resolutions to change the city's credit-card arrangements, the council said.
The council voted unanimously, 3-0, to appoint Brycen Woodward following a motion by Joe Wamsley and a second by Paul Holland. Police Chief Chris Anderson administered the police officer oath to Woodward after the vote.
City leaders also approved multiple planning commission appointments. The council reappointed James Duncan, Susan Porter and Jim Giradin to three-year terms ending April 2029; reappointed Nicolle Bailey for a two-year term ending April 2028; appointed Luke Wassom for a two-year term ending April 2028; and appointed Hunter Thomas for a one-year term ending April 2027. Each motion passed on roll call with Travis Kleeb, Joe Wamsley and Paul Holland voting aye.
On finance matters, the council approved Resolution 2026-06 to close the city's credit-card accounts with Elan Financial Services and authorized returning to the prior credit-card setup. City Administrator David Schmidt explained the change, saying, "the new credit cards were opened with the intention of being easier to process and manage but it didn't end up being the case and there were also higher yearly fees associated with them than anticipated." Council members then approved Resolution 2026-07, the Organization Resolution and Agreement for a credit-card program with UMB Bank.
City Clerk Jennifer Waterhouse presented the Tax Increment Financing (TIF) 2025 Annual Report and said the Community Redevelopment Authority approved the report April 23, 2026; the clerk noted the report must be sent to any governing body or political subdivision whose property taxes may be affected by May 1, 2026. The council approved the TIF report on a unanimous voice vote.
The meeting record also lists vendor payments and payroll totals included in the consent agenda. The minutes itemize invoices and payroll periods with a Grand Total of $255,357.27 approved by the council as part of routine bills to date.
There were no public comments. Mayor Rod Sonnichsen thanked newly sworn Officer Woodward and local fire, law enforcement and EMS personnel for their response to recent fires. Administrator David Schmidt said additional board appointments, including openings on the Board of Public Works, will be brought forward at future meetings. The council adjourned at 6:15 p.m.
