Broken Bow council approves consent agenda, personnel appointments, accepts resignation and OKs MEAN agreement

The City of Broken Bow council on Oct. 10, 2023, approved routine business and several personnel actions, accepted a council resignation and approved an agreement with the Municipal Energy Agency of Nebraska (MEAN).
On a motion by Russ Smith, seconded by David Baltz, the council approved the consent agenda — including the minutes of Sept. 26, 2023 — and a 'Bills to Date' listing totaling $581,731.97. Significant line items included a $171,169.00 insurance payment, a $97,557.77 payment to the Broken Bow Rural Fire Board for the fire station, and other large vendor amounts noted in the record.
The council approved the appointment of Christopher Leibert as a Broken Bow police officer (moved by David Baltz, seconded by Paul Holland). City Administrator David Schmidt administered the oath to Officer Leibert at the meeting. The council also approved the appointment of Kathy Salts to the Broken Bow Housing Authority with a term ending Oct. 2028 (moved by Russ Smith, seconded by Paul Holland).
Councilmember Russ Smith moved to accept the resignation of West Ward Councilmember David Baltz, effective after the meeting; the motion carried. Baltz told the council he was pursuing a career in law enforcement and thanked colleagues and city staff. The council then approved a Declaration of Vacancy for the West Ward with the term to end Dec. 31, 2024.
The council also approved an Agreement Regarding Renewable Energy Certificate Management Services between the Municipal Energy Agency of Nebraska (MEAN) and the City; Electric Superintendent Blake Waldow said there were no changes to the agreement.
Mayor Rod Sonnichsen congratulated Officer Leibert and Councilmember Baltz on their law-enforcement career choices during mayor and council comments. The meeting adjourned at 6:16 p.m.
