Hebron Council approves zoning changes, emergency FEMA appropriation and parking map modification

The Village of Hebron Council on April 10 adopted a set of measures affecting zoning, the municipal budget and downtown parking.
On third reading the council adopted Ordinance 11-24, which amends and adds provisions to the village's codified zoning code. The ordinance passed on a roll-call vote with all councilmembers present voting in favor except Councilmember Andrea Chapman, who cast the lone dissenting vote.
Council then considered Ordinance 12-24, an amendment to the annual appropriations to accommodate FEMA funds. Chief Fiscal Officer Deborah Morgan said emergency language is standard for finance-related legislation to allow immediate effect. Council voted to suspend the three-reading rule for the ordinance and then adopted it; the suspension and the ordinance both passed unanimously.
Council members also debated Ordinance 13-24, which would establish two-hour parking on a portion of East Main Street. Council voted unanimously to remove language referencing federal holidays and to amend the attached map to make the south side span from 112 to 138 E. Main Street and to add three parking spaces on the north side between 115 and 117 E. Main. Council President Randy Wolf and others discussed map details before the final amendment was approved.
Other procedural business included acknowledgment of the March 2024 bank reconciliation; the council acknowledged receipt and review on a unanimous vote.
The council took no further immediate administrative action beyond these votes. The approved zoning changes (Ordinance 11-24), the adopted appropriation (Ordinance 12-24), and the amended parking map (Ordinance 13-24) will be reflected in the village codified records and the agenda packet materials provided to the public.
Next steps: Ordinance 11-24 was adopted on third reading; Ordinance 12-24 takes effect immediately under emergency language; staff will update the parking map and order signage as directed by council.
