Cotter council reviews grants, park lighting, paving and sewer project timelines

Mayor MacGeorge Caradine told the Cotter City Council on Nov. 21 that the city received a $15,000 Rural Services/Economic Community Grant from the Arkansas Economic Development Commission (Resolution 2024-05) to fund lighting along the new sidewalk in Big Spring Park. He said the Big Spring Parkway paving project, funded by the AGFC Marine Fuel Tax Program, is complete.
Caradine also reported that the generator project at the city well has been completed using funds from the Arkansas Hazard Mitigation Grant program with grant-writing assistance from Tina Cole of the Northwest Arkansas Economic Development District (NWAEDD). The minutes state that the Sewer Phase II Project is scheduled to be completed by the end of January and that the booster pump project at the well is scheduled for December/January; those projects are funded in part by American Rescue Plan Act allocations received in 2021.
The council approved a motion to set a public hearing for Dec. 19, 2024, to consider a petition to close an alley between College and State Street from Hazel to View Street. Mayor Caradine said the city requested consideration from the Arkansas Department of Transportation for a traffic signal at Highway 412 (Harding/Denton Ferry Road) through the Intersection Improvement Program. He said the Missouri and Northern Arkansas Railroad and ARDOT may install crossing gates at the Hwy 345 crossing near South Street.
Chelsey Weaver of the NWAEDD submitted an Arkansas Community and Development Program grant application for interior and exterior improvements to the North Arkansas Youth Center; the minutes record an estimated project cost of $500,000 if the request is approved as a 100% grant with no local match specified. The minutes do not state the application’s status beyond submission.
Community items noted in the minutes included the White River Marathon for Kenya on Nov. 23, 2024, and 'Coffee with the Mayor' scheduled for Dec. 20, 2024, at the Cotter Bridge Market. Council members publicly thanked Kammi Nazarenko for organizing and directing the decorations for the Big Spring Park 'Christmas in Cotter' event. Recorder/Treasurer Andrea Kray distributed Certificates of Election before the meeting adjourned.
