City reports larger City Wide Clean Up haul; distributes draft e-bike ordinance and flags data center review

At the May 26 meeting Administrator David Schmidt recapped the City Wide Clean Up and distributed a draft electric‑bike ordinance for public feedback.
Schmidt said the 2025 City Wide Clean Up collected 25,380 pounds of trash and 11,000 pounds of metal; the 2026 event collected 33,880 pounds of trash and 13,640 pounds of metal. He thanked volunteers and staff for the increased participation.
Schmidt also said he distributed the draft electric‑bike ordinance to council members and the public; as written at this stage the draft would prohibit electric bikes on the city square and in the business district, and Schmidt noted the draft is stricter than many communities and he asked for feedback. He added that he presented earlier in the day to the Custer County Board about data centers, acknowledged public concern expressed on social media, and said zoning regulations and environmental studies would be used to evaluate any potential projects so as to protect the community.
No formal action was taken on the e‑bike draft or data‑center matters during the meeting; staff will collect feedback and may return with proposed ordinance language or studies for future council consideration.
