Cotter School District board approves financial reports, ADE equity compliance report and personnel actions

Allen Franks, president of the Cotter School District Board of Education, called the board’s Oct. 17, 2024, meeting to order at 7:00 p.m. The board unanimously approved the minutes of the Sept. 26 regular meeting after a motion by Russel Duggins and a second from Cameron Ross.
Superintendent Jones reviewed the district’s September financial reports and recommended board approval. Russel Duggins moved to approve the financial reports, and Jimmy Morgan seconded; the motion carried unanimously at about 7:05 p.m.
Misty Haynes and Superintendent Jones presented the district’s Annual Report to the Public. Superintendent Jones also presented the Arkansas Department of Education Annual Equity Compliance Report; Cameron Ross moved and Jimmy Morgan seconded approval of that report, and the motion was approved unanimously at 7:23 p.m.
The board approved a resolution setting the date for the 2025 annual school election for May 13 as presented by Superintendent Jones. The minutes list the date as May 13, 2024 when recording the recommendation; the board approved the resolution on a unanimous vote (motion by Jimmy Morgan, second by Russel Duggins). The minutes contain a likely clerical year discrepancy, which is noted here and in the audit section below.
The board entered executive session at 7:25 p.m. and reconvened at 8:53 p.m. After returning, Superintendent Jones asked the board to approve the staff recommendations shown on the Personnel Report. Cameron Ross moved and Jimmy Morgan seconded the motion to approve the personnel recommendations; the motion carried unanimously.
Under requirements of Act 731 of 2023 (A.C.A. 6-13-1007), the board considered three petitions for student transfer received in time for the meeting — two transfers from the Flippin School District and one from the Mountain Home School District — and approved each petition on a unanimous vote (motion by Russel Duggins, second by Jimmy Morgan).
Superintendent Jones reported enrollment numbers for the district: 375 students in elementary grades and 324 in high school, for a total enrollment of 699.
Cameron Ross moved to adjourn the meeting; Jimmy Morgan seconded, and the meeting was adjourned at 8:54 p.m. The minutes are signed with Allen Franks listed as president and Jimmy Morgan as secretary.
