Hebron council adopts updated Comprehensive Plan to guide growth and grant competitiveness

Jim Lenner of Neighborhood Strategies presented the proposed Village of Hebron Comprehensive Plan, outlining updates to the planning boundary, future land use, priority growth areas, transportation and active-transportation improvements, housing, water and wastewater systems, economic development, parks, recreation and flood mitigation strategies. Lenner said grammatical edits and picture modifications would be incorporated prior to finalization.

Economic & Community Development Director Brittany Misner said the plan reflects resident and business feedback gathered over recent months and emphasized the plan will support future grant applications. Mayor Valerie Mockus said the document is a planning tool that can be modified and recommended using it to guide development and interjurisdictional conversations. Councilmember Annelle Porter requested removal of a cul-de-sac image and Councilmember Andrea Chapman suggested forming a committee to keep reviewing the plan; Misner said a committee will be formed and meet regularly.

Councilmember Randy Wolf moved to adopt the Comprehensive Plan with the modifications discussed, and the motion passed unanimously by roll call vote. The plan will be used to support grant competitiveness and guide decisions on development and intermunicipal coordination; staff said it will be reviewed at least twice a year.
