North High Shoals Council approves FY 2025–2026 budget, raises facility fees and accepts community library donation

The Town of North High Shoals Council voted unanimously to adopt the FY 2025–2026 budget on June 23, approving the measure 3–0 after the public hearing earlier in the evening.
Council member Fred Johnson moved to accept the proposed budget; Council member Eric Carlson seconded and the motion passed 3–0. Council members present for the vote were Fred Johnson (via Zoom), Eric Carlson and Eric Wright; two members, Hilda Kurtz and Meagan Cundiff, were absent. The transcript records the tally as 3–0; it does not attribute individual roll-call votes to named members.
The council determined that a budget amendment was not necessary because the needed funds would be transferred between checking accounts rather than added to a new appropriation.
At the same meeting the council approved fee increases for town facilities and created a dedicated repairs reserve. Council member Eric Carlson moved to raise ballfield rental to $35 per use for 2–3 hour periods. The council also approved raising the Town Hall resident rate to $35 per hour (minimum three hours, $105), with $5 per hour earmarked to a newly created "Major Building Repairs Reserve Fund." The nonresident Town Hall rate was set at $70 per hour (minimum three hours, $210) with $10 per hour earmarked to the same reserve. Council member Eric Wright seconded the motion and the council approved it 3–0.
Separately, Mallory Dixon presented her family's proposal to fund and maintain a small community "Free Little Library" in the town park. Mrs. Dixon said the family would fund construction and ongoing maintenance. Council member Eric Wright moved to accept the donation and installation; Council member Eric Carlson seconded and the motion passed 3–0.
The council recorded no public objections to the budget during the final public hearing that preceded the regular meeting and concluded the hearing at 7:00 PM. The regular meeting began immediately afterward and included the votes recorded above.
Next steps: the council will implement the approved rates and establish the Major Building Repairs Reserve Fund per the adopted motion; the council will also coordinate installation details for the Free Little Library with Mrs. Dixon.
