Morristown council reorganizes leadership, approves employee HSA contribution and consulting contract

Morristown — The Morristown Town Council on Jan. 14 appointed its 2026 leadership, approved a $3,000 health savings account (HSA) contribution for eligible employees and approved a consulting contract aimed at budgeting and revenue planning.
President David Benefiel called the meeting to order. Council Member Larry Tracy moved to approve the Dec. 17, 2025 minutes and Council Member David Benefiel seconded; the minutes were approved 5-0. The council likewise approved the presented claims by motion of Benefiel, seconded by Tracy (5-0).
In reorganizational votes, the council appointed Council Member Ralph Henderson as 2026 Town Council President (motion by Larry Tracy, seconded by David Benefiel) and Kristi Langkabel as vice president (motion by David Benefiel, seconded by Larry Tracy); both motions passed 5-0.
On personnel and finances, the council voted 5-0 to give all employees eligible for benefits a $3,000 HSA contribution for 2026 (motion by David Benefiel, seconded by Larry Tracy). The council also approved a proposal from Financial Solutions Group for general financing consulting and a sustainability/revenue and spending plan (motion by Kristi Langkabel, seconded by Tammy Davis; vote 5-0).
Public-safety and operations items included a motion to purchase 20 new radio batteries for the Fire Department, moved by Larry Tracy and seconded by Kristi Langkabel; the motion carried 5-0. The minutes note the Morristown Police Department will be ordering new uniforms; no motion or tally is recorded for that item.
The council assigned department liaisons for 2026, including police (Tammy Davis and David Benefiel), wastewater/water (Larry Tracy and Ralph Henderson), fire (Kristi Langkabel and Ralph Henderson), parks (Larry Tracy and Tammy Davis), and economic development and recycling liaison duties to David Benefiel.
The council accepted Council Member Tammy Davis’s resignation (minutes state the resignation was accepted; no mover/second recorded). Larry Tracy moved to adjourn and David Benefiel seconded; the adjournment vote is recorded as 4-0.
The council also received brief updates on income tax from Town Attorney Briane House and routine project updates; staff flagged future needs such as the likely addition of one or two new wells for water services and follow-up planning for parks events.
