County approves Heflen Park sewer contract and several routine agreements; opens road-overlay bids

Bartholomew County Commissioners on June 1 approved a construction agreement for the Heflen Park sanitary force main and lift station and cleared several routine county contracts, while Attorney James Shoaf opened sealed bids for Phase II of the 2026 Road Overlay Program.
Parks Director Rich Day and Jonathan LaTurner of DLZ presented the Heflen Park project. The base bid from Reed and Sons Construction, Inc. (Bloomington) was $278,482.07. Two alternates were presented: Alternate No. 1 (polymer coat existing 48" sanitary manhole) for $5,800.00 and Alternate No. 2 (air release manhole and prefabricated grinder lift station without integral valve vault) for -$2,870.00; the total with both alternates is $281,412.07. Commissioners approved the agreement on a unanimous vote. The project will be funded from Commissioners' and Parks Department funds.
Separately, the board approved an agreement with Development Economic Finance Consulting LLC (formerly SEH of Indiana) to assist the Auditor's Office with annual TIF neutralization for all county TIFs at a cost not to exceed $5,000, to be paid from the Auditor's budget. The board also approved a one-year software maintenance renewal with CDW-G for Autodesk CAD at $10,161.97 from the IT budget. Clerk Shari Lentz's April monthly report and County Engineer Danny Hollander's April financial report were accepted; Hollander also presented weekly crew activities and paving updates.
Attorney James Shoaf opened and read sealed bids for Phase II of the 2026 Road Overlay Program (14.74 miles, estimated program cost $1,470,400). Bids were: Milestone Contractors, L.P. — $1,499,572.80; Dave O'Mara Contractor, Inc. — $1,653,514.60; All Star Paving, Inc. — $1,824,463.40. County Engineer Danny Hollander said awards will be made by individual road and the Commissioners voted unanimously to take the bids under advisement, with decisions expected at the next meeting.
