"We made sure that this contract had no risk to the town, that there would be no cost to the town," Diane said, and that any revenue or net savings would be managed under municipal budgeting rules and not appropriated without town-meeting approval.
Diane said the agreement would provide predictable energy-related benefits over the term and could potentially produce modest revenue that the town could budget as an offset to utility costs. Board members asked no substantive follow-up questions; after a motion and second the board approved the authorization by voice vote.
The town administrator noted that the arrangement does not create town ownership or liability for a solar facility and that the structure relies on participation by multiple communities. She also said the contract term and projected first-year figures were in the staff report and the energy-committee minutes.
What happens next: the town administrator is authorized to execute the agreement; any net revenue or appropriations would be handled through municipal budget processes and town-meeting approvals.
