Manila resident alleges spoil dumping and repeated flooding; commissioners pledge to investigate

Paul McDaniel, a Manila resident, told the Rush County commissioners during public comment that his property experiences recurring flooding and that spoil material from sewer construction had been dumped in a nearby retention area.
"When the guys came through to put the sewer in, I said, hey. If you run me a 3 foot over here, I'll let you dump all me... they dump all spoils back in here," McDaniel said, describing periodic water covering the surface and past blowouts at the site. He presented photographs and asked county staff to investigate spraying and drainage corrections.
Chair (S1) responded that the county would talk to the surveyor about the drainage issue and would investigate who performed spraying. Commissioners discussed the need to examine the inlet area, rip-rap and potential engineering steps; staff said they would follow up with survey and engineering input.
The board recorded the public comment and directed staff to look into the matter; no formal action or vote to require immediate repairs was recorded in the transcript.
