Bayside committee allows two temporary ramps at 110 West Krause Place, sets conditions

The Village of Bayside Architectural Review Committee voted Nov. 18 to allow two temporary accessibility ramps at 110 West Krause Place to remain until the committee’s next meeting, while imposing specific modification and submission requirements for permanent work.

Homeowner Mahmmod Muhamed, represented by attorney Robert Pledl, presented a plan that would ultimately include four ramps to serve separated living areas inside the house. Committee members questioned the necessity of four ramps, raised concerns about aesthetics and proximity to the neighbor, and noted an apparent conflict with setback requirements for one back ramp. Village Attorney Chris Jaekels and the fire marshal were cited in the discussion; Jaekels relayed that the fire marshal indicated only one ramp is required for egress.

Village Manager Andy Pederson noted prior Building Inspector comments about shared utilities and asked that the Building Inspector be consulted to clarify whether the interior configuration results in duplex classification, which would carry zoning implications and affect permit requirements. Attorney Pledl said the home is subdivided internally and explained that two separate living areas would each need accessible entrances.

After discussion, Acting Chair Dan Zitzer moved, and Committee Member Marisa Roberts seconded, a motion that: (1) allows the two ramps closest to Santa Monica Blvd. to remain temporarily until the Dec. 16, 2024 committee meeting; (2) requires modification of the back ramp closest to Santa Monica Blvd. so it conforms with setback requirements; (3) requires removal of the other two temporary ramps by Nov. 28, 2024; and (4) requires the applicant to submit a permanent‑ramp proposal that includes renderings, material details, an explanation of the need for each ramp, photos, and confirmation from the Building Inspector. The motion carried unanimously.

Homeowner Mahmmod Muhamed said he would submit photos and fuller documentation; Muhamed also said, “we would like to keep both ramps in the back,” explaining his preference to retain rear access. The committee requested a more complete submittal before making any final determination on permanent ramp installations.
